Waterspout Forms off Galveston's Coast A waterspout formed over the Gulf of Mexico, just off the coast of Galveston at 1:00 pm on Saturday (08/30/2025). The column of swirling water, captured in a photograph by Galveston Police Chief Douglas Balli, was the latest weather event following a series of thunderstorms that moved into the area. A waterspout is a spinning column of air that forms over water, essentially a tornado on the water. While they can form from powerful thunderstorms, the most common type forms during fair weather and is generally less dangerous.
