ARREST WARRANT: Texas City man had explicit sexual conversations, exchanged nude photos with missing Utah teen A Texas City man jailed earlier this month on a charge of online solicitation of a minor for sex is officially tied to online communications with a missing Utah teen, officials in Utah and a Galveston County arrest warrant confirmed on Tuesday (5/20/2025). William Taylor Glines, 37, was arrested on May 8 and charged with online solicitation of a minor for sex and later had possession of child pornography charge added. The child porn possession charge is also connected to the case based on images of the Utah teen’s breasts and bare rear she sent him through Instagram. At the time of his arrest, Texas City police sent a separate media release saying the department was helping Utah officials track down internet communications with Alisa Petrov, 15, of South Jordan, Utah, who went missing on April 21. Petrov still hasn’t been found. Asked at the time of the arrest if Glines was connected to the missing teen case, Texas City Police Chief Landis Craven said there was no evidence of a connection. The chief cautioned that the case was under investigation at the time. However, Galveston County court records show that Texas City detectives did have evidence that Glines was communicating via Instagram with the teen before she went missing. The probable cause affidavit, not released until Tuesday, also shows that Glines’ initial arrest was directly connected to the Utah teen’s case. On Tuesday, Utah officials announced that Glines is one of two men connected to Petrov’s online activities with older men. Glines, according to Utah court records, reportedly contacted Petrov through social media in February and continued regular sexually explicit conversations with the teen. He also asked for and received photos of the teen that showed her breasts, bare rear end, and images in her underwear, according to the arrest affidavit. One of the conversations in the arrest warrant shows Glines “double-checking” Petrov, who was 14 or 15 years old. The arrest warrant doesn’t indicate if Glines knew of Petrov’s whereabouts, had any physical contact with the teen, or had any connection to her disappearance. But, when Petrov was at a transit center in Utah, she used someone else’s phone to send Glines a message to tell him she was safe, but not to respond to her because she was using a stranger’s phone, according to the arrest affidavit. Glines is one of two people facing charges connected to the missing Utah teen. Matthew Nicholas Menard, 35, of Miami, Florida, is charged with Aggravated Sexual Exploitation of a Minor, Enticement of a Minor, and Criminal Solicitation. It was unconfirmed if he was in custody. Menard, who had conversations starting in January, reportedly told Petrov that he had a business trip in Las Vegas and that she should make it there and wait for him. According to the arrest warrant, Menard told Petrov that the pair would travel to California from Vegas and then back to his home in Florida. Police in Utah said Petrov got a ride to the Utah Transit Authority train station before getting off the train in Provo and asking people for help getting to Las Vegas. According to jail records, Glines is in the Galveston County Jail, and bail has been denied. Judge Patricia Grady of the 212th District Court set a hearing for July 9 after appointing Jeffrey Smith as Glines’ attorney.
