Minnesota man busted by Hitchcock detective for soliciting a minor • Extradited to Galveston County A Minnesota man was busted for talking to a child online, in part of a task force operation that included the work of a Hitchcock detective. On June 16, a two-month investigation wrapped up involving Lucas John Hovi, 43, of St Louis County, Minnesota, who was charged with Online Solicitation of a Minor. The investigation started with an undercover chat operation in late March 2024. Hovi was one of a number of suspects who were talking to children. It included Hitchcock’s Criminal Investigations Division, Houston Metro ICAC Task Force, Homeland Security - Investigations Galveston, United States Marshal Service - Duluth, the St. Louis County Sheriff’s Office, and other members of the Minnesota Internet Crimes Against Children (ICAC) Task Force. Hovi was taken into custody in Minnesota for the offense of Online Solicitation of a Minor with a bond of $40,000. He was then extradited to the Galveston County Jail on Sunday (6/30/2024).
